The establishment of the website of the COSEP project is aiming to enlarge the software export to the international market and integrate the domestic software enterprise resources in China to compete in the global market. On the base of the experience gained in the software export to Japan, TORCH High Technology Industry Development Center under the Ministry of Science and Technology launched this project to promote the software export to foreign market.

The COSEP website includes: Policy, Market Research, COSEP Members, COSEP Bases, Events, and Guest Book. It is a service platform for software information release, exchange, comments and approval.  On the one hand, it provides the foreign customers with the cooperation and contact information on domestic software outsourcing companies; on the other hand, it is a business information exchange platform for the enterprises in Tianjin national software export base, and even the domestic software enterprises to promote exports of domestic software outsourcing industry.
