Tianjin Huayuan Software Park was established in 1998, which has been entitled the "Tianjin software industry base," "State Torch Program software industry base", "863 State software incubator," and the "national software export base." The entire 63% of the identified software enterprises and 53% of the system integration enterprises in Tianjin gathered here and it is the frontrunner in software exports.

The “863” Software Incubator is aiming to promote the transfer and industrialization of high-technology, enhance the cooperation and efficiency of the enterprises and provide project resources management services and latest information of new policy and technology. By the implementation of the establishment of incubator, it would accelerate the development of the industry park by means of attracting venture capital, related intermediary services agencies and institutions involved in research and development of scientific and technological innovation incubation system.
